ASHBY C. KILGORE, Ed.D.

Newport News Public Schools

Under Dr. Kilgore’s leadership, The Agenda for Public Education established high expectations, rigorous content and persistent support for students and teachers with positive results – all of the district’s schools earned full accreditation for the first time. Through 21st century learning, the district’s Career Pathways program and STEM initiative (Science, Technology, Engineering and Mathematics education), students at all levels are moving beyond the minimum standards and becoming college, career and citizen-ready.

Dr. Kilgore was appointed Superintendent of Newport News Public Schools in May 2007 -- the first woman ever to lead the 31,500-student school division.

She has over 35 years of experience in public education as a teacher, principal, college professor and deputy superintendent.

Dr. Kilgore began her career as a government teacher in Hampton City Schools and later served as a principal in Hampton and in Newport News, and as assistant superintendent of instruction and chief of strategic planning and school improvement in Newport News Public Schools. 

Dr. Kilgore holds a Bachelor of Arts degree in Political Science and a Master’s Degree in Educational Leadership from Old Dominion University, and a Doctorate in Educational Administration and Policy studies from The George Washington University. She is a member of numerous educational and civic organizations and was named a Woman of the Year for the Virginia Peninsula.
